The Challenge
The Chicontepec megaproject presented a convergence of challenges that few advisory structures are designed to handle simultaneously: experimental unconventional extraction environments, multinational operators with incompatible technologies and regulatory assumptions, Mexican public-sector procurement complexity, and significant social and environmental exposure in indigenous and rural territories.
Companies from the United States, Canada, Europe, China, Egypt and other regions entered the programme with strong technical expertise — but limited readiness for the realities on the ground. Failure in reporting, environmental controls, certification, procurement governance or community engagement could result in contract suspension, multi-million-dollar penalties or the outright collapse of the operating vehicle itself.
The challenge was therefore not purely technological. It was organizational, regulatory, cultural and territorial all at once.
